Social, Environmental & Economic Performance - SEEP

The Expert Panel on the Social, Environmental, and Economic Performance of Cotton Production (SEEP) was formally established following the discussions at the 65th International Cotton Advisory Committee (ICAC) Plenary Meeting in Goiania, Brazil, in September 2006. This initiative was taken at a time when the cotton industry was increasingly focusing on its comprehensive sustainability responsibilities. In response to growing concerns about the industry’s sustainability performance, the ICAC enhanced its engagement with companies and other stakeholders.

Since its inception, the SEEP Panel has comprised members from a diverse range of nationalities, each possessing unique expertise and experience. Many members are affiliated with prominent international organizations, such as CIRAD and Helvetas, as well as key entities like the Bremen Cotton Exchange and the Better Cotton Initiative (BCI). Others are associated with major national cotton organizations, including Cotton Incorporated, the National Cotton Council of the USA, and the Cotton Research and Development Corporation of Australia. Additionally, some members serve as representatives of government agencies or private-sector associations. By having access to not only the specialized skills of individual members but also the resources of their respective organizations, SEEP possesses a formidable collaborative capacity, significantly expanding the resource base of the ICAC.

Over the years, SEEP has not only reviewed existing information — making use of its internal expertise but has also commissioned and supervised scientific studies to deepen the understanding of key aspects of cotton production performance. Based on the available information, SEEP has formulated recommendations for further action as and when appropriate to improve the overall sustainability of cotton production.

During the 485th Meeting of the International Cotton Advisory Committee (ICAC) Standing Committee, held in Washington DC in November 2006, the Standing Committee formally approved the general Terms of Reference for the Expert Panel on the Social, Environmental, and Economic Performance of Cotton Production (SEEP). These Terms of Reference define the framework and guidelines for the Panel’s operation:

1. Provide the ICAC with objective, science-based information on the negative and positive social, environmental and economic aspects of global cotton production;

2. Gather information from around the world on costs of agricultural labor and the factors that affect those costs to assess their impacts on the social performance of cotton; and

3. Make recommendations for further action as appropriate to improve the social, environmental and economic performance of the cotton industry.

 

The Expert Panel currently comprises a well-balanced group of 15 members from 10 different countries, each bringing valuable knowledge to the work of SEEP. The SEEP members communicate via email and conference calls and present their reports to the ICAC member governments during the Plenary Meeting.
